Such condition or habit must be stopped as soon as possible because constant licking of a particular spot can lead to granuloma which is a skin disease that is very itchy thus making the dog very uncomfortable.

There are lots of medications and drugs which can help correct this behaviour some are tranquillizers, endorphin blockers, corticosteroids

Also, more often than not dogs licking paws occurs mostly when such pets have injuries and untreated wounds, thus are necessary to take proper care of any wound thus using a bandage on the affected part is a good option

In case of granuloma infection,, the use of dog creams and spray will help prevent the dog from continuous licking also rubbing bitter taste substance on the affected part is another way of discouraging the dog from constant licking.
